A research doctorate would tend to make someone less certain, not more. That training is in noticing what you don't know, how weak the evidence base for most instructional prescriptions is, and how much classroom variation is noise.
Someone who has done that work is unlikely to walk into a school with strong ratings and declare it broken, because the claim isn't supportable. The confidence you're seeing isn't what a scientific education produces.
